Hi Rohit,

1. Which program are you trying to install?

2. Is the issue occurring only when you install this particular program?

3. Is your computer on a Domain?

This error message usually comes the program is known to be untrusted. You might be also facing this issue due to the User Account Control Settings or the Antivirus software installed on the computer. I suggest you try the following steps and check if it helps.

Method 1:

If you trust the program which you are about to install then try to disable UAC (User Account Control) and check if you are able to install programs on the computer.

Follow these steps to disable UAC:

a) press Windows key + X and open Control Panel. Under User Account and Family settings click on the "Add or remove user account."

b) Click on one of the user accounts, for example you can use the Guest account.

c) Under the user account click on the " Go to the main User Account page" link.

d) Under " Make changes to your user account" click on the "Change security settings" link.

e) In the "Turn on User Account Control (UAC) to make your computer more secure" click to unselect the " Use User Account Control (UAC) to help protect your computer." Click on the Ok button.

f) You will be prompted to reboot the computer.

Note: You must restart your computer when you enable or disable UAC. Changing levels of notification does not require that you restart your computer.

Method 2:

If the issue persists ,I suggest you to five full permission to your user account and check if it helps.

Follow the steps to give full permission:

a. Press Windows key + R, type regedit.exe in the search box and press Enter.

b. Right click the HKEY_LOCAL_MACHINE and click Permissions.

c. Click on Add in Security tab and add a new group: Everyone.

d. Select Everyone and check the option: Full Control.

e. Restart the computer and check if the issue is resolved or not.

Method 3:


Temporarily disable antivirus or security software.

Temporarily disable antivirus software or any security software installed on your computer.

Warning : Security software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

I have a application which requires Microsoft office animation runtime. The popup for installing it kept coming up even after I went and downloaded the support software. Here is the URL -

In order to stop the popup message keep coming, I clicked on "Never Install from Microsoft corporation." I am no expert but I think now my PC won't install any software with a digital certificate from Microsoft Corporation.

I am not able to provide you with a screen shot since the "print screen" function won't work for some reason.

However the dialog box has a heading of 'User Access Control', and says "Your administrator has blocked you from running this program. For more information please contact your administrator". It blocks the msorun.exe installation file. I am confirming whether it does the same for all Microsoft installation files too.

Also I use windows 8 so can you please tell me where can I DISABLE UAC? I can find the notification bar but it doesn't have a disable check box in Windows 8.

Sorry if I am not being resourceful but the screenshot just won't work. Please help with the user access control as the animation runtime software is required by me.
Edit - This is the error -  It is weird since i have only one account and its an Admin account.

I am currently having the same issue since updating to Windows 10.

I get the same message as above stating that Apex.exe is blocked.  I have tried everything suggested above with no luck.  Please note that I am the administrator of this home computer.  Any help would be great.

I am currently having the same issue on a friend's HP that I've updated to Windows 10 for him. I'm trying to install a Motherboard Bios update from HP and the UAC says it is blocked. I have told it to run "As Administrator" which I don't understand why I should have to do this when it only has one account that is the Admin account, and it still blocks it. I have searched for this issue on Google and have not found a solution as of yet.....

I guess two years later and the problem is still a problem. As I still cannot see how to trust a untrusted app. I Have gone back to 8.1 from 10 as app works in 8.1 . It's my computer, it's a app I need to run my business, should I not have the choice what to run?

I am having the exact same issue all of a sudden since about Oct. 14th 2015 or so with a network printer sharport....UAC has blocked it all of a sudden and none of the pc's on the network can use the printer now....sure would be nice to know how to unblock it!

ok, this doesn't work with windows 10 -

windows defender is always on and its grey over so it cannot be turned off.

now what ??

I'm getting uac blocked an untrusted app, but its for my 5 G setup. Linksys isn't untrusted.

but it is saying publisher untrusted and I cant get around it.
